    Professor Stephen Kwaku Asare, a renowned Public Law and Justice fellow at CDD-Ghana, has sparked conversations about strengthening Ghana’s fight against corruption by proposing the institutionalization of Operation Recover All Loot (ORAL).

    Speaking on The Keypoints with Alfred Ocansey, Professor Asare emphasized the critical need to prevent corruption before it occurs, advocating for an additional initiative called Operation Prevent Asset Losses (OPAL).

    “The fact that ORAL enjoys such massive support underscores the perceived ineffectiveness of current anti-corruption agencies. Thus, the need for Operation Prevent Asset Losses (OPAL),” he explained.

    He noted that while ORAL’s objective of recovering public resources is vital, a broader approach that focuses on proactive measures would be a game-changer.

    Professor Asare stressed the constitutional responsibility of the President to safeguard Ghana’s public assets, adding, “The President holds a constitutional duty to protect public lands and resources.”

    He warned, however, that if ORAL does not deliver on its promises of recovery, it could have lasting consequences.

    “If the promised recoveries don’t materialize, it could undermine public trust and future fiscal policies,” he cautioned.

    Reflecting on the broader implications of corruption, Professor Asare called for systemic reform to sustain anti-corruption efforts.

    “If we don’t reform our institutions, the fight against corruption will always reset to square one,” he said.
