On the night of December 12, 2025, officials of the Ghana Revenue Authority (GRA) sealed and locked the popular Cloud 9 lounge and pub on Oxford Street in Osu for failing to meet tax compliance requirements.

The action followed the operators’ failure to register for and pay Value Added Tax (VAT) and other statutory taxes, despite receiving multiple notices since the business began operations.

The enforcement, which started on the night of December 12, 2025, and continued into the early hours of December 13, was part of GRA’s night market economy initiative aimed at ensuring tax compliance among businesses that mainly operate at night.

During the operation, the team also visited Liquid Pub in Nungua, Crisberry Night Club and Restaurant, Space Station Pub and Night Club in Nungua, Italian Boy Restaurant and Pub, and Shawarma Factory at Spintex Marina Mall to check their compliance status.

The authorities seized unauthorised receipt books and summoned managers of non-compliant businesses for questioning after discovering that some operators were using them without approval, while others had not registered for tax purposes.

Speaking to journalists during the exercise, Alpha Senanu Hossoo, National Coordinator for the Night Market Economy and Chief Revenue Officer, said Cloud 9 had been repeatedly invited to discuss its tax obligations but failed to respond.

“For a business like Cloud 9, we invited them in 2023, and this year we have served notice twice for them to regularise their operations under the Night Market Economy Project, but they have been uncooperative, so we had to enforce the law. Other operators have also been served notice and invited; if they refuse to come to the GRA to regularise, we will seal and lock their offices. We will not relent until we bring order to the night market space,” he said.
