The General Secretary of the Ghana Football Association, Prosper Harrison Addo, has disclosed that his outfit has not received notice from the court to dismiss ExCo member Gifty Oware-Mensah, following her naming as a key suspect in the GH¢548 million National Service Scheme (NSS) fraud scandal.

According to him, Gifty was invited for interrogation concerning the allegations but has not been officially charged yet by the court.

The GFA General Secretary cited the example of parliamentarians facing similar charges who go through the same process and are still in parliament performing their duties.

Speaking in an interview with Joy Sports, Harrison Addo stressed that until Gifty Oware is pronounced guilty, she remains innocent and would continue working as a GFA ExCo member.

“Currently, we’ve not received any processes, regulations, or statutes. We’ve not received any information about charge sheets or any court process or conviction. So it’s the same way that parliamentarians are being called to come and answer questions; it’s the same way they’re treating it.

“All those parliamentarians are still going to parliament. And don’t forget, one of our key laws in the country is the presumption of innocence. So I tell people that they have to look at both sides of the coin. Currently, we don’t have anything to take a decision on in light of what people are talking about. Because they are still going through the process, and when our honorable Attorney-General speaks, I listen carefully,” he said.

    About the NSS scandal

Oware-Mensah, a former Deputy Executive Director of the National Service Authority, was named by Attorney General, Dr Dominic Ayine in June 2025 as one of the central figures in a scheme involving ghost names, inflated budgets, and misappropriated funds.

According to the AG, she allegedly used 9,934 fictitious service personnel to divert millions into private accounts, including Gh₵22.9 million to a company she directs.

The revelations, part of the Operation Recover All Loot (ORAL) investigation sparked public outrage.

Yet, at Congress, Oware-Mensah maintained her place and is now in line to become the GFA’s second vice president following a rule change to comply with CAF and FIFA’s requirement for female representation in the association’s top leadership.
