President John Dramani Mahama has directed the Auditor-General to conduct a comprehensive forensic audit into the organisation and management of the 13th All-Africa Games, held in Accra from March 8 to 23, 2024, following the submission of a report by the National Intelligence Bureau (NIB).

A statement from the Office of the President said the directive reflects government’s commitment to accountability, transparency, and the prudent use of public funds.

The audit, according to the statement, will cover all financial and operational aspects of the Games, including procurement, expenditure, infrastructure, and post-event management.

The review is expected to examine tender and contracting processes, funding sources, disbursements, sponsorships, and the overall management of resources allocated for the continental competition.

It will also assess project timelines, cost variations, and the value-for-money outcomes of works executed for the Games.

President Mahama has further directed that the audit evaluate the performance and coordination of all government agencies and committees involved in planning and executing the Games. The Auditor-General has until the second week of December 2025 to present findings to the President.

The decision comes months after growing scrutiny over the country’s expenditure on the Games, which were Ghana’s first time hosting the prestigious continental sporting event.

While the 13th African Games earned praise for its spectacle organization, questions have persisted about how public funds were managed.

Back in August 2024, members of the Minority in Parliament accused government officials of misappropriating funds earmarked for the Games.

The controversy deepened when then Minister of Youth and Sports, Mustapha Ussif, told the Public Accounts Committee that government had paid the Ghana Broadcasting Corporation (GBC) over $3 million to broadcast the competition.

However, that claim was contradicted by the GBC Director General, who publicly denied that the state broadcaster had received such an amount.

Those conflicting accounts, along with allegations of inflated contracts and irregular procurement procedures, have fuelled public calls for greater transparency.

The 13th African Games, hosted in Accra and Cape Coast, featured athletes from across the continent.
