Parliament has passed the long-awaited Ghana Sports Fund Bill, marking a major step towards creating a structured and sustainable financing system for sports development in the country.
The landmark legislation was approved on the floor of Parliament on Wednesday, December 18, 2025, following extensive deliberations and cross-sector collaboration. The passage of the Bill paves the way for the establishment of a Sports Development Fund aimed at supporting athlete welfare, infrastructure development, grassroots programmes, and talent identification nationwide.
The Bill was initially introduced by the Ministry of Sports and Recreation and underwent rigorous review by Cabinet before being scrutinised by the Parliamentary Select Committee on Youth and Sports.
The process involved close consultations with the Ministry of Finance, the Office of the Attorney-General, the Parliamentary Legal Committee, and other key stakeholders to ensure a robust legal and operational framework.
Sports and Recreation Minister Kofi Adams, who championed the Bill in Parliament, described its passage as a defining moment for Ghanaian sport. The legislation progressed through multiple readings, debates, and refinements, with both the Majority and Minority caucuses contributing to its final form, underscoring a rare bipartisan commitment to sports development.
The Sports Fund is expected to mobilise significant financial resources annually through a combination of dedicated revenue streams, donations, and parliamentary appropriations. It will be managed under a clear accountability structure by an independent governing board and aligned with the forthcoming National Sports Policy.
The passage of the Bill also reflects the broader vision of the Mahama administration, which seeks to reposition sport as a strategic tool for national development. Under President John Dramani Mahama, the Ministry of Sports and Recreation has been tasked to move beyond a narrow focus on medals, prioritising long-term institutional, legal, and financial reforms to ensure lasting impact.
