    The Public Accounts Committee (PAC) of Parliament has directed the Ministry of Energy and Green Transition to initiate the arrest of Yaa Serwaa Gyan, a geologist who abandoned her post after benefiting from a government-sponsored study leave.

    According to the 2024 Auditor-General’s Report, Gyan was granted study leave with pay but failed to return to duty upon completion of her programme.

    Her actions have left an outstanding bond value of GH¢120,000 owed to the state.

    The Committee, during its sitting on Wednesday August 20, 2025, expressed concern over the growing trend of public sector workers accepting study leave opportunities but failing to honour their obligations to the state.

    Members described the practice as a drain on public resources.

    “If she has gone to the USA, get the police involved to find her in the US. The government cannot pay for people to go for study leave and then, when they finish, they abscond. That is not fair,” Atta-Mills stated.

    Ranking Member of the Committee, Samuel Atta-Mills, directed the Ministry to report back within 30 days on steps taken to recover the funds and enforce the bond conditions.

    He emphasised that the state could not continue to lose money on individuals who refuse to return and serve.

    Samuel Atta-Mills also ordered that the guarantor of the bond be pursued by law enforcement agencies, stressing the need for accountability.

    “The guarantor over here too, get the police to visit him or her, and let the Committee know within 30 days,” he said.

    The directive forms part of the Committee’s broader mandate to ensure the prudent use of state resources and to hold public servants accountable.
