Finance and economic policy analyst Senyi Hosi has alleged details of the underhanded dealings behind the controversial revenue assurance contract between the Ghana Revenue Authority (GRA) and Strategic Mobilisation Ghana Limited (SML).
According to Hosi, he and his partner were originally contracted to work on the project before the SML-GRA deal was signed.
Speaking in a recent interview on Channel One TV, the policy analyst indicated that the Economic Management Team (EMT) of the government of former President Nana Addo Dankwa Akufo-Addo had agreed that he and his partner should handle the revenue assurance work. However, Ken Ofori-Atta, who was reportedly absent due to illness when the decision was made, later overruled it.
“All of a sudden, Evans Adusei and co appeared. It started with Ofori-Atta; he was sick at the time, so he wasn’t at that EMT. DMD had directed that this thing be done so that we cure this problem immediately.
“Ken Ofori-Atta sends a message to my partner saying, ‘no, no, no.’ The next minute, Ammishaddai’s hands are cliffed. Bawumia has directed something, Ken Ofori-Atta has cancelled it without even consulting the EMT,” he said.
Senyi Hosi suggested that the work reportedly done by SML using the software was entirely false. He claimed all persons implicated in the ongoing Office of the Special Prosecutor (OSP) investigation were aware that the contract was improper.
“There was no comparative analysis being done. The data was not being used for anything… They never used that system for analysis. They never brought that data to make meaning of even the data that was existing, and you were paying the people 24 million.
“Ammishaddai knows that that contract was unholy. Ammishaddai knows that the contract was technically moot. Akori knows that contract was technically moot. What’s his name, Soti? He also knows,” he added.
“These people work around their own church elders… We are wicked people. This was absolute loot. They all knew.”
Special Prosecutor formally charges Ken Ofori-Atta, 7 others
The OSP officially filed charges against eight individuals, including former Finance Minister Ken Ofori-Atta.
The former minister and seven others face 78 counts of corruption and corruption-related offences, including conspiracy to commit the criminal offence of directly or indirectly influencing the procurement process to obtain an unfair advantage in the award of a contract.
According to the OSP, the charges, filed on Tuesday, November 18, 2025, constitute violations of section 23(1) of the Criminal Offences Act, 1960 (Act 29), and section 92(2)(b) of the Public Procurement Act, 2003 (Act 663).
The other seven individuals charged include:
1. Ernest Darko Akore, former Chef de Cabinet to the Minister of Finance
2. Emmanuel Kofi Nti, former Commissioner-General of the GRA
3. Rev. Dr. Ammishaddai Owusu-Amoah, former Commissioner-General of the GRA
4. Isaac Crentsil, former Commissioner of the Customs Division of the GRA and General Manager of SML
5. Kwadwo Damoah, former Commissioner of the Customs Division of the GRA and current Member of Parliament for Jaman South
6. Evans Adusei
7. Strategic Mobilisation Ghana Limited (SML)
