The Minority in Parliament has requested that the Minister of Finance, Dr Cassiel Ato Forson, be scheduled to appear before the House next week to formally repeal the Energy Sector Levies (Amendment) Act, 2025 commonly referred to as the Dumsor Levy, following the government’s decision to suspend its implementation.

Speaking in Parliament on Friday, June 20, 2025, Minority Leader Alexander Kwamina Afenyo-Markin urged the Business Committee to act promptly.

“The right thing to do is to repeal the law. The Majority Leader should program the finance minister to appear before us next week to repeal this law under the same certificate of urgency,” he said.

Afenyo-Markin further argued that repealing the levy would show that the government is finally acknowledging the Minority’s concerns.

“It is very important, they should have Ghanaians understand that indeed what the Minority said that it was wrong to have a ‘dumsor’ levy, you have at least listened for the first time,” he added.

The Ghana Revenue Authority (GRA) had earlier issued a directive on June 13, 2025, suspending the levy’s implementation, which was initially scheduled to begin on June 16, 2025.

The levy aimed to impose additional charges on petroleum products to support power sector stability and address outstanding legacy debts.
