    Following the House’s prolonged adjournment, the Minority in Parliament has urged Speaker Alban Bagbin to deny the Majority’s recall request.

    Speaker Bagbin was petitioned by the majority on Friday, November 22, to call another meeting of the House before the end of November.

    The Speaker has not yet responded to the request, with only four days remaining in the month and eleven days until the election on December 7.

    The Minority, however, argues that the request does not adhere to the procedural and constitutional criteria outlined in Standing Order 53(1) of Parliament and Article 112(3).

    Minority Leader Dr. Cassiel Ato Forson signed a memo stating this, pointing out that any recall must follow certain legal requirements, which in this instance had not been fulfilled.

    The Ajumako-Enyan-Assiam MP underlined that the Speaker had the last say over whether to accept or reject the recall, especially because the required threshold had not been met.

    “With all due respect, Mr. Speaker, we would like to submit that you are not required to recall Parliament in light of the petitioner’s own request.”

    Part of the document stated, “Further, with only eleven (11) days left before the important 2024 General Election, the petitioner has not shown that there is any emergency or urgent government business to warrant a recall of Parliament.”
