The Minister of Lands and Natural Resources, Emmanuel Armah‑Kofi Buah, has inaugurated an investor selection committee established by the Ghana Integrated Aluminum Development Corporation (GIADEC), under the guidance of the ministry.
The committee is tasked with evaluating and recommending a strategic partner from the pool of proposals submitted to GIADEC for the modernization of the Volta Aluminium Company (VALCO) and the construction of Ghana’s first alumina refinery.
Delivering the keynote address, the minister emphasized that these two projects represent cornerstone initiatives in Ghana’s broader industrialization agenda, marking a shift from a bauxite-exporting economy to one focused on processing and value addition.
“These two projects are interdependent and mutually reinforcing. The refinery will supply the smelter, the smelter will anchor downstream aluminium manufacturing, and together they will catalyze the development of broader industrial clusters supported by logistics, power, rail, and port infrastructure. The transformational agenda is clear: we must move from raw-material export to value addition—from mining and exporting to processing, manufacturing, and exporting,” he stated.

He further noted that President John Dramani Mahama’s reset agenda includes bold steps to integrate Ghana’s aluminum value chain, beginning with the VALCO modernization and alumina refinery development.
According to the minister, the committee has been constituted to assess investor proposals and recommend the most suitable partner who bring not only capital, but also technology, technical expertise, local capacity-building, environmentally responsible practices, and a shared commitment to Ghana’s long-term prosperity.
The Acting Chief Executive Officer of GIADEC, Reindorf Twumasi Ankrah, reaffirmed the corporation’s commitment to supporting the committee in the seamless execution of its mandate.
