The government has reaffirmed its commitment to improving the welfare of teachers in rural areas by introducing a 20% allowance and constructing accommodation units to enhance their living conditions.

Delivering the 2025 State of the Nation Address in Parliament on Thursday, February 27, President John Dramani Mahama emphasized the need to retain and motivate teachers in underserved communities.

“It is important to continue to retain and motivate teachers in all schools, especially in rural and underserved areas. Government will begin plans for the implementation of the 20% allowance for teachers who agree to serve in rural schools,” he stated.

He also introduced the Teacher Dabrɛ Initiative, aimed at tackling the accommodation challenges faced by rural teachers.

“As part of our Teacher Dabrɛ Initiative, the construction of teacher accommodation units to improve welfare and attract teachers to rural areas will commence this year. Mr. Speaker, no new school would be built in this country without accommodation,” Mahama assured.

This initiative is expected to encourage more teachers to accept postings in rural areas by making their working and living conditions more favorable.

    Addressing Rural Posting Challenges

Rural teaching has long been considered unattractive due to challenges such as:

    Poor living conditions

    Inadequate infrastructure

Limited access to healthcare, clean water, and electricity

    Few career growth opportunities

    Social isolation

With this intervention, the government hopes to reverse the trend and make rural teaching a more viable and appealing option.

    Commitment to Free SHS Policy

Additionally, President Mahama reaffirmed his government’s commitment to continuing the Free SHS policy, promising to review and address its challenges to enhance effectiveness.

As part of efforts to improve the second-cycle education system, the Ghana Education Service (GES) launched a nationwide survey on February 22, 2025, to gather public opinions on the Free SHS policy and the Double Track System. The survey seeks to assess the impact of these policies on students, parents, and teachers.

With these new measures, the government aims to ensure quality education and support teachers while tackling longstanding challenges in rural education.
