    Government gives Adamus Resources reprieve, orders 12-month turnaround plan

    The government has given mining firm Adamus Resources Limited a fresh opportunity to revive its mining operations, days after upholding the revocation of three of the company’s mining leases following months of regulatory scrutiny and a dispute over alleged breaches of Ghana’s mining laws.

    Under a new arrangement announced by the Presidency on Friday, August 21, the Ministry of Lands and Natural Resources, the Minerals Commission and Adamus Resources have been tasked with developing a 12-month roadmap to turn the mine around.

    The roadmap will include the formation of a six-member management team, comprising three representatives from Adamus and three from the government, to supervise the turnaround of the mine.

    The presidency said the agreement followed a meeting aimed at resolving the dispute between the two sides and “to salvage what is one of a few operating indigenous large-scale mines.”

    The new development comes less than two weeks after Lands and Natural Resources Minister Emmanuel Armah-Kofi Buah upheld the revocation of Adamus Resources’ Akango, Salman and Nkroful mining leases.

    The leases were initially revoked in April 2026 following investigations by the Inspectorate Division of the Minerals Commission, which the government said uncovered sustained and material breaches of the Minerals and Mining Act, 2006 (Act 703), and its subsidiary legislation.

    Among the breaches cited by the Minerals Commission were the alleged unauthorised assignment of mineral rights, mining outside approved areas without the requisite permits, failure to obtain certain environmental and forestry approvals, and the involvement of foreign nationals in mining activities on the concessions.

    Adamus rejected the allegations and challenged the revocation, arguing that the government had failed to follow due process under the Minerals and Mining Act. The company described the revocation process as unlawful and said the allegations against it were unfounded.

    Following the company’s petition, the government constituted an Inter-Ministerial Committee to review the decision. After receiving the committee’s final report, Mr Buah announced on August 10 that he was upholding the revocation. The decision brought to an end the administrative review of the company’s petition.

    The government subsequently directed the Minerals Commission to assume administrative control of the mine, with assurances that workers’ livelihoods would be protected.

    The latest arrangement, however, provides a new path for the two sides to work together on the future of the operation.

    As part of the roadmap, the government says Adamus will also be required to develop a plan to settle its liabilities to the Ghana Revenue Authority, the Minerals Income Investment Fund, financial institutions and suppliers.

    The government and Adamus will further explore ways of injecting fresh capital into the operation by bringing in additional partners to take equity in the mining business.

    “The road map will also include exploring means to inject fresh capital by inviting additional partners to take up equity in the mining operation,” the Presidency said.

    The two sides are expected to submit the completed roadmap to the presidency within two weeks.

    The latest development follows a prolonged dispute over the future of Adamus, one of Ghana’s indigenous large-scale mining operations, and marks a shift from the government’s earlier decision to take administrative control of the mine towards a structured attempt to restore its operations under a joint management arrangement.
