Ghana is placing policy credibility and business reforms at the heart of its investment pitch as regional rivals sharpen their appeal to investors, Ghana Investment Promotion Authority (GIPA) CEO Simon Madjie has said.

Speaking on JoyNews’ PM Express Business Edition, he said the country was moving beyond political stability and natural advantages to focus on conditions that help businesses grow.

“Ghana is not just selling political stability. Ghana is selling reforms.”

His comments followed a question from host George Wiafe about competition from neighbouring economies. Wiafe cited Benin’s investment drive and asked whether Ghana could keep relying on peace and market size to attract capital.

Madjie acknowledged the challenge. But he argued that Ghana’s proposition increasingly rests on reforms and credible leadership.

“Ghana is selling credibility,” he said.

He described the reforms as intended to create prosperity for both investors and Ghanaians. He cited changes to tax and customs laws as part of that effort.

For Madjie, the competition extends beyond whether a country holds elections. Investors also need policies that support their businesses over time.

“But who is truly giving you the reforms that you need? Because you need reforms to keep growing your investment here,” he said.

He argued that credibility must run through every level of leadership. That includes the presidency, ministries, agencies and local authorities.

His position places the wider experience of doing business at the centre of Ghana’s investment appeal. Political stability remains part of the offer, but he said the country was building on that foundation.

“So we know we have natural advantages, but we’ve moved beyond that to creating an environment where businesses can actually thrive and prosper.”

Madjie also pointed to sector policies as evidence of the direction Ghana is taking. He cited a new textiles policy, an agribusiness policy and a policy on component manufacturing.

He said these measures were intended to strengthen Ghana’s reputation as a destination where investors can build and expand businesses.

“All of these are geared towards making us that place where, when people think about Ghana, they think about a place to thrive, a place to do business, and a place to prosper.”
