    Dr. Kennedy Osei, a former civil servant, has through his lawyers issued a strong demand for retraction and public apology from Hon. Samuel Atta-Mills, MP for Komenda-Edina-Eguafo-Abrem, and Dr. Afisah Zakariah, Chief Director at the Ministry of Gender, Children and Social Protection.

    The demand follows comments made during a sitting of the Public Accounts Committee (PAC) which he says have gravely injured his reputation.

    In a formal letter dated September 3, 2025, and signed by his solicitors, Advent Chambers, Dr. Osei described as “false, reckless and defamatory” allegations that he had acted negligently, engaged in fraud, and absconded from his bond obligations after being sponsored for studies in Australia.

    During the PAC proceedings, Hon. Atta-Mills accused Dr. Osei of “fraud” and failing to serve his full bond tenure, while Dr. Zakariah claimed he was “at large” after serving only eight months. These comments were later published on online portals and circulated widely on social media.

    Advent Chambers, however, clarified that Dr. Osei rightfully resigned based on the bond early resignation clause.

    Contrary to claims of evasion, he had been in continuous correspondence with the Office of the Head of Civil Service (OHCS) and had already cleared the full bond repayment of GH¢16,326.00 by August 20, 2025. The firm added that OHCS documentation confirmed the repayment terms, dismissing any suggestion of fraud or negligence.

    The lawyers argued that the defamatory remarks have subjected Dr. Osei to public ridicule, potential long-term career damage, and unwarranted reputational harm. They are demanding an immediate retraction, an unqualified apology with the same prominence as the defamatory reports, and a cessation of further damaging remarks.

    Advent Chambers warned that failure to comply within seven days would result in legal action for defamation, injunctive relief, and damages.

    The case highlights growing concerns about reputational risks stemming from parliamentary proceedings and the broader need for balance between accountability and fairness in public discourse.
