The Department of Homeland Security has launched a blistering attack on the Biden administration after a damning watchdog report revealed it failed to act on millions of visa overstays – including for one migrant who stabbed employees at a Burger King, another who tortured dogs, and a third who sexually assaulted an Uber passenger, the Daily Mail can reveal.
The DHS’s Office of Inspector General examined how ICE handled millions of suspected overstays during a three-year period of Joe Biden’s presidency.
The report found the agency received a staggering 3,145,375 leads, the majority of which – 96.7 percent – were classified as ‘non-priority.’
It also found that out of more than 100,000 migrants identified as potential national security threats over the course of four years, the Biden administration arrested only eight, according to DHS.
Friday’s report highlighted three cases in which migrants entered the United States legally before overstaying their authorized periods during Biden‘s presidency and were later arrested for a string of disturbing alleged crimes.
The Daily Mail can identify them as Jamaican national Shaquiel Sheldon Williams, British national John Young Cotter Johnstone and Lebanese national Sameh Mohamad Chami.
Williams, who was lawfully admitted to the US in December 2023, overstayed his welcome after it expired in January 2024.
He is accused of stabbing two employees at a Burger King in Panama City, Florida after a dispute over his inability to pay for his meal on August 13 of this year.

DHS on Friday highlighted three cases – including Jamaican national Shaqiuel Sheldon Williams, who allegedly stabbed two Burger King employees in Florida; British national John Young Cotter Johnstone, who was charged with torturing dogs; and Sameh Mohamad Chami, who allegedly sexually assaulted a 21-year-old passenger while working as an Uber driver
Williams was arrested and charged with two counts of aggravated battery with a deadly weapon. Both victims were taken to the hospital to be treated for non-life-threatening injuries.
In Johnstone’s case, the UK native was living in Nevada – despite his visa expiring in February 2022 – and was arrested in May of this year for torturing dogs at the animal shelter where he worked.
The migrant had entered the country in 2021 under the Visa Waiver Program (VWP).
He was charged with four felony charges of willfully torturing, maiming or mutilating animals.
The third man, Lebanese national Sameh Mohamed Chami, 49, was in the US illegally when he was working as an Uber driver in Friendswood, Texas in August 2025.
Chami is accused of sexually assaulting a 21-year-old female passenger after she fell asleep in the backseat of his car after a late night out, according to the DHS.
The victim reportedly woke up in the front seat of Chami’s car, parked near a school, with her shorts unbuttoned. She was later located by her family who picked her up at 3am.
Chami, whose 12-month visa had expired in December 2022, was arrested and charged with aggravated kidnapping.

ICE also lodged a detainer against Chami who was transferred to ICE custody.
The three cases have now been highlighted by the DHS as Secretary Markwayne Mullin slammed the previous administration over its handling of millions of suspected visa overstays.
‘The degree of the Biden Administration’s dereliction of duty, which needlessly put American lives at risk, is staggering and enraging,’ Mullin said in a statement Friday.
‘As if the wide-open borders weren’t enough, a new OIG report reveals that the Biden-era ICE failed to act on more than 3 million leads about possible alien overstays, with more than 100,000 of these being labeled as potential national security threats.
‘Unlike the Biden Administration, the Trump Administration will always put the safety of the American people first.
‘We will target and remove as many illegal aliens as possible to make America safe again.’
This comes after the DHS watchdog report found ICE received more than 3.1 million leads concerning possible alien overstays between the fiscal years of 2021 and 2024.
More than 100,000 of those leads were identified as potential national security threats over the course of four years, but only 496 investigations were launched, resulting in just eight arrests, the report found.
Of the 2.8 million non-priority leads sent to ICE’s Enforcement and Removal Operations, five were investigated, resulting in two arrests.
