In his presentation of the 2026 Budget on Thursday, November 13, 2025, Finance Minister Cassiel Ato Forson highlighted key achievements of the Ministry of Tourism, Culture and Creative Arts (MoTCCA) in 2025 and outlined its plans for the coming year.

According to the budget statement, the creative arts ministry focused on modernising infrastructure, promoting cultural heritage, and expanding the sector’s economy.

    Key achievements in 2025:

National Heritage Photo Competition: Held in April 2025, the competition engaged Ghanaians under 25 to explore the country’s heritage through photography and design, fostering youth appreciation of culture.

Restoration of Historic Forts and Castles: Restoration work was carried out on six historic sites under UNESCO standards, including Fort Orange in Sekondi, with plans to extend efforts in 2026.

20th National Chocolate Week: The ministry partnered with the Ghana Tourism Authority (GTA), Ghana Cocoa Board (COCOBOD), and Cocoa Processing Company (CPC) to host the event from 3–14 February 2025.

2026 Budget: Government to inject GH¢20m to revive movie industry

New GTA Initiatives: The GTA and Ghana Tourism Development Company launched projects such as “Fleet Pool Car Rental,” “Tourism Marketplace,” and “Eco-Chest Science Tour,” aimed at improving transport, boosting investment, and promoting educational tourism.

National Film Dialogue: The National Film Authority (NFA) held its first dialogue in September 2025, bringing together over 550 participants to strengthen collaboration in Ghana’s film industry.

    Plans for 2026:

Looking ahead, the ministry intends to deepen support for creative entrepreneurs and expand incentives for the film and arts sectors, positioning Ghana as a global contender in the creative economy.

The 2026 Budget allocates GH¢20 million for the film sector and an additional GH¢20 million for the Creative Arts Fund, part of the government’s broader strategy to provide reliable financing for Ghana’s creative industries.
