According to a statement issued by the GhIS, the decision was reached at a meeting on Monday, August 24, 2026, between the leadership of the Institution and the Minister for Roads and Highways, Governs Kwame Agbodza.
The meeting was attended by the Deputy Minister of Roads and Highways, Alhassan Sayibu Suhuyini; the Chief Director of the Ministry, Ing. Samuel Kwasi Akuaku; and the Chief Executive Officer of the Ghana Highways Authority, Surv. Mallam Issah Ishak.
The GhIS delegation was led by its President, Surv. Emmanuel Kofi Cobbold, and included Past President Surv. Kofi Obeng-Ayirebi, Chief Executive Officer Surv. Sarah Essie Ziddah and other executives of the Institution.
The engagement was prompted by recent public concerns raised by the Minister regarding compensation claims linked to some road projects. He had noted discrepancies in valuations between independent assessors and state agencies – a situation he said was contributing to project delays.
In an earlier press release, the GhIS said it took the Minister’s concerns seriously, stressing that the Institution does not condone fraud, deliberate inflation of compensation claims, or misrepresentation of valuation evidence.
It subsequently requested an audience with the Minister to discuss how to address the underlying reasons that had given rise to such scenarios.
During the meeting with the Roads Minister, the GhIS highlighted systemic issues affecting the compensation process, including delays in land acquisition procedures, inadequate stakeholder engagement, inconsistencies in assessment and documentation, and prolonged delays in paying affected property owners.
The Institution further observed that statutory procedures governing compulsory acquisition and compensation have not always been applied consistently by all parties.
Following the discussions, both sides agreed to continue their engagement through a structured technical process aimed at improving the administration of compensation for road projects.
The technical collaboration will involve a review of the compensation process, enhanced exchange of valuation documents and relevant information, stronger stakeholder consultation, and greater adherence to the 1992 Constitution, the Land Act, 2020 (Act 1036), and recognised professional valuation standards.
GhIS stressed the need for a transparent, consistent and professionally sound compensation framework to protect the rights of property owners while ensuring value for money for the state.
The Institution also reaffirmed its commitment to professional accountability, reminding its members that all compensation claims must be objective, evidence-based and properly documented.
Valuations, it added, must be supported by verifiable market data and appropriate professional standards.
Members of the Institution are expected to cooperate with any properly constituted review of compensation claims, provided such reviews follow established procedures and due process.
GhIS described the meeting as a significant step towards resolving concerns over compensation valuations and establishing a framework for closer collaboration between the surveying profession and the Roads Ministry.
The Institution said it remains committed to working with the Ministry and other stakeholders to improve the compensation process, safeguard the constitutional rights of affected persons and uphold professional standards.
The statement said further details on the outcomes of the technical engagement will be communicated as discussions progress.
