An upskirter who attached cameras to his shoelaces to secretly record women was rearrested last year after investigators discovered he kept hundreds of pornographic videos of his victims.
Kenneth Bischoff also filmed women through hotel windows and meticulously titled and collated the videos to create a ‘pornographic catalogue’.
The 66-year-old was arrested in March last year after police seized devices from his home in Broadlands Way, Colchester, Essex, the Colchester Gazette reported.
Terri Allington, prosecuting, said that the various exhibits were sent for digital download and found to be of a ‘voyeuristic nature’.
‘The defendant had been engaging in voyeurism dating back to 2016.
‘He did this by attending various hotels and filming through the windows,’ Ms Allington told Chelmsford Magistrates’ Court on Friday.
‘He then titled each recorded video and created a pornographic catalogue.’
Bischoff preyed on women by ‘placing a camera on his shoes or shoelaces and placing the shoe under the dresses of those females’.

He was sentenced in 2023 for collecting 37 voyeuristic videos but the full extent of his offending was not uncovered until he was rearrested and charged last year.
The newly discovered offending period is ‘far more lengthy’ than what has been considered in previous sentencing exercises, Ms Allington said.
And it was found that Bischoff had in his possession more than 400 videos, ‘including the voyeurism and upskirting.’
He pleaded guilty to one charge of voyeurism and five charges of recording an image under another person’s clothing without consent.
Mary Buxton, mitigating, said Bischoff had been cooperating with the probation service after receiving a suspended sentence and rehabilitation days following his arrest in 2023.
‘He has responded well to the rehabilitation requirements of his suspended sentence order – I think he has completed 25 out of 27 appointments.
‘It is clear that within these programmes and rehabilitation days he has been discussing issues going back to his childhood to look at his motivations for this type of offending.’
Bischoff was told he may be jailed at his sentencing next month because of ‘the sheer extent’ of his offending.
He is due to appear before Ipswich Crown Court on March 21.
