A high-ranking Democrat in Virginia has been indicted on drug trafficking and money laundering charges linked to her marijuana empire.

Virginia state senator Louise Lucas, 82, was charged on Thursday with racketeering and money laundering conspiracy, as part of a wide-ranging public corruption probe.

The allegations center around a cannabis business owned by Lucas and her family, The Cannabis Outlet, through which she allegedly ‘disguised the proceeds of illegal marijuana distribution.’

A vocal proponent of marijuana legalization, Lucas is also accused of pushing for the move in the Virginia Senate for her own benefit, and prosecutors alleged in her indictment that she sent text messages about making ‘a lot of money’ through legalization.

In a phone call from February 2026, Lucas also allegedly told a co-conspirator she had her ‘last chance at generational wealth’, and said she had ‘gotten too old not to be greedy.’

Lucas, the president pro tempore of the Virginia state senate and one of the most powerful Democrats in Virginia, allegedly ‘used her political position’ to ‘insulate’ herself and her family from prosecution, per her indictment.

The 82-year-old reportedly surrendered to authorities on Thursday, and Lucas is charged along with a half dozen other co-conspirators including her two daughters and nephew.

At a press conference on Thursday, FBI Director Kash Patel accused Lucas of accumulating almost $5 million ‘in ill-gotten gains through her criminal enterprise.’

In May, federal agents searched Lucas’s office and The Cannabis Outlet store, located in Portsmouth, Virginia.

According to the indictment against Lucas, members of the alleged conspiracy ‘used various business entities’ to carry out ‘illegal marijuana distribution’, with the ultimate goal of ‘wealth accumulation.’

Lucas said in a statement to social media on Thursday that she would not back down, writing that the ‘full weight of the federal government have been wielded against an 82-year-old great-grandmother.’

‘I grew up under Jim Crow. I’ve seen what happens when people in power try to silence those who stand up to them. I spent my life fighting back and I’m not stopping now.

‘I’m not new to this. I’m true to this. I will not be intimidated. I will not be bullied. And I will not back down.’

The investigation into Lucas predates the Trump administration, according to NBC News.

Lucas has been a leading proponent of marijuana legalization in Virginia, and she is one of the most powerful Democrats in the state as she serves as president pro tempore of the senate.

She leads the powerful Senate finance committee, which oversees all legislation with any budget impact. According to prosecutors, Lucas used this position to enrich her family’s booming cannabis empire, including through obtaining legalization in 2021 and statewide retail sales by July 2027.

Despite pushing through legalization legislation, Lucas allegedly bought huge amounts of marijuana via a co-conspirator from outside the state’s five licensed cannabis growers.

According to Lucas’s indictment, the Democrat allegedly paid $750,000 to an unindicted co-conspirator in August 2022 for a 100% stake in a shell company called ‘Mama’s Chicken LLC’, which she ‘expected to obtain a Virginia recreational marijuana license.’

When it became apparent that state laws meant licensed marijuana stores wouldn’t open in Virginia until 2027, Lucas then began pressuring the co-conspirator to return the money within months, according to the indictment.

In November 2025, she allegedly texted that same person telling them she would be pushing forward legislation that would ensure licensed pot stores in Virginia.

She allegedly sent in the message: ‘You know I will be carrying the legislation as the Chief Co-patron. Yes, we can make a lot of money but, before we start down that road again; how about we begin with you sending at least a good faith payment of the money you owe me with arrangements for the balance. Then we can talk about future business plans.’

On February 9, 2026, Lucas allegedly called the person to update them on the pending cannabis legislation, telling them: ‘This is our last chance at generational wealth… I’ve got too old to not be greedy.’

On March 9, Lucas also allegedly called another Virginia legislator to ask for a recreational marijuana license, because she ‘got to get the license and I got to get the money rolling in because I want — I want to make generation, create some generational wealth.’

Lucas, who is not up for re-election until 2027, was accused by US Attorney General Todd Blanche of using her influence to put her financial interests above her constituents.

‘The Department of Justice intends to prove that Senator Lucas violated the trust of the people of Portsmouth and Chesapeake, Virginia, and of her state senate colleagues,’ Blanche told a press conference.

‘Her first duty should have been looking out for her constituents before herself.’

The case comes as the Justice Department has also brought a high-profile investigation against Democratic Congresswoman Ilhan Omar in Minnesota.

The Justice Department typically does not bring political cases within 60 days of elections to avoid allegations of bias, however Blanche dismissed those concerns when speaking to reporters on Thursday.

‘It’s not even a rule, it’s a practice,’ Blanche said, noting that while many of Lucas’s fellow Democrats may be facing incoming re-elections, she is not on the ballot again until next year.

‘The justice manual speaks very clearly about what the Department of Justice can and can’t do, and we cannot bring a charge if our purpose is improper,’ he said, saying he believes this case was correctly brought.
