The 8th Edition of the Papyrus Global Local Government Chairmen and Mayors Award (PAGLOGMA) and Conference will convene distinguished local government leaders, policymakers, development partners, and private sector stakeholders in Abuja, Nigeria, in 2026.
Organised by Papyrus Global, the continental event will be held under the theme:
“Strengthening Local Governance for Resilient, Inclusive, and Sustainable African Communities.”
PAGLOGMA 2026 seeks to reinforce the critical role of local governments as the foundation of national development and continental transformation. As Africa continues to experience rapid urbanisation, population growth, climate challenges, and increased global engagement, strengthening municipalities and district administrations has become both urgent and strategic.
The conference will feature keynote addresses, high-level panel discussions, policy dialogues, and technical paper presentations, focused on nine strategic governance and development pillars:
Mobilising Partnerships: NGOs, Private Sector & Development Agencies
Sustainable Infrastructure for Growing Communities
Agricultural Productivity and Local Food Security
Urban Resilience and Climate-Smart Solutions
Climate-Resilient Healthcare and Emergency Preparedness
Inclusive Leadership: Youth, Women, and Vulnerable Groups
Digital Governance and Smart Revenue Systems
Legislative Oversight, Accountability, and Transparency
Security, Peacebuilding, and Community Cohesion
Speaking ahead of the event, the Organising Committee Chairman, Hon. Chief Doofan Damsa-Justin, emphasised the importance of empowering grassroots leadership:
“Local government is where governance meets the people. When Chairmen and Mayors are empowered, they strengthen not just their communities but the entire national governance structure. PAGLOGMA 2026 is about moving beyond recognition to measurable action.”
