Samuel Atta Mills is a Ranking Member on the Public Accounts Committee

The Ranking Member on the Public Accounts Committee, Samuel Atta Mills, has publicly called out Dr Kennedy Osei, a former staff of the Ministry of Gender, Children and Social Protection, for failing to fulfill his bond obligations after receiving government sponsorship to study abroad.

During a committee sitting on Tuesday, August 19, 2025, it came to light that the length of the bond was 4 years and served for 8 months and he owes the government.

Samuel Atta-Mills made a passionate appeal to the former staff of the gender ministry to settle the outstanding amount.

“Dr Kennedy Osei, the country sent you to Australia, you got your PhD, but look at your negligence, it has brought the Minister here.

“So tomorrow, should we sponsor somebody else to go and get a PhD? Dr Kennedy Osei come and pay”, he stated.

The Member of Parliament Komenda-Edina-Eguafo-Abrem (KEEA) further noted that Dr Osei’s actions had placed an unnecessary burden on the Ministry and all those who guaranteed his bond.

“This is fraud, you are supposed to serve four years, you serve eight months and then you go away,” Atta Mills remarked.

He warned that law enforcement could be engaged to retrieve the amount owed if repayment was not made.

Dr Kennedy Osei, we know you are watching us, come and pay otherwise; we will take the next step”, he added.
