Private legal practitioner, Martin Kpebu, has called for a vivid investigation into the Office of the Special Prosecutor (OSP) regarding corruption-related cases.
In a discussion on TV3 monitored by GhanaWeb on February 15, 2025, Martin Kpebu raised concerns about the legitimacy of the OSP, Kissi Agyebeng.
He explained that the Office of the Special Prosecutor has been given a lot of leverage to act with questioning; therefore, he could have deliberately delayed the investigation relating to Ken Ofori-Atta‘s embezzlement of state funds.
“Kissi’s office itself, we need to specialise in scrutinising the Special Prosecutor. I think we have been giving too much support and not scrutinising the office. Earlier on, Martin Amidu wrote an article where he said there was a lot of corruption going on there. Fast forward, if you look at the slow pace at which this investigation was done, it just indicates that he was playing slow,” he said.
When asked if Akufo-Addo interfered with the delay in the investigation of the SML and National Cathedral cases, Martin Kpebu said, “Akufo-Addo was interfering and oppressing him, but would not stop him from investigating this matter because the pressure from the public compelled.”
He added, “Akufo-Addo to appoint KPMG to go into the SML matter, and the report is out. So, I don’t see why KPMG could do an investigation, and Kissi Agyebeng couldn’t. So, I am struggling to understand how Akufo-Addo could prevent that investigation from happening… It is usually the cases that have not gotten public attention that are easier to influence.”
Martin Kpebu’s statement comes in reaction to the Office of the Special Prosecutor (OSP) declaring Ken Ofori-Atta, a former Minister of Finance, a fugitive from justice, on February 12, 2025.
The former minister was being investigated for alleged corruption and corruption-related offences.
The Special Prosecutor, Kissi Agyebeng, in a press conference, said some of the offences being investigated were contractual arrangements between Strategic Mobilisation Ghana Limited and the Ghana Revenue Authority.
Other offences include the termination of a Distribution, Loss Reduction, and Associated Network Improvement Project contract between the Electricity Company of Ghana Limited and Beijing Xiao Cheng Technology (BXC) and the procurement of contractors and materials.
