The Right Accountability Network Africa (RAN-Africa) has filed a Right to Information (RTI) request with the Ministry of Health seeking comprehensive details on proposed partnerships between government and private entities to complete the stalled Agenda 111 hospital projects.
The request, dated August 1, 2026, and signed by RAN-Africa Executive Director Kelvin Gyimah, seeks information on proposals, negotiations, agreements and financial arrangements involving private investors, faith-based organisations and other entities.
The move comes amid growing public interest in government’s plans to involve the private sector in completing the health infrastructure projects.
Among other things, the organisation is asking the Ministry to disclose the identities of all private entities, companies, organisations, religious bodies, foundations and investors that have expressed interest in or have been invited to partner on Agenda 111 projects since January 2025.
It is also seeking copies of proposals, expressions of interest, correspondence and communications submitted by such entities.
RAN-Africa wants access to any agreements, memoranda of understanding, term sheets, public-private partnership agreements or other contractual instruments executed or proposed.
The organisation is also requesting details of the financial structure of each proposed partnership, including the respective contributions expected from government and private entities.
Other information being sought includes proposed ownership, lease, concession, management or operational arrangements involving private entities.
The request further seeks copies of Cabinet, ministerial, parliamentary or other governmental approvals, as well as legal opinions, due diligence reports, feasibility studies and valuation reports prepared in relation to proposed partnerships.
RAN-Africa also wants the Ministry to disclose the current status of each partnership, including whether it is under consideration, being negotiated, approved, concluded, suspended or abandoned.
The RTI application follows recent disclosures by Health Minister Kwabena Mintah Akandoh that government is exploring partnerships with private entities to complete Agenda 111 facilities.
Mr Akandoh has indicated that completing all the projects would require more than GH¢20 billion, with about GH¢4.8 billion already invested.
The government has subsequently adopted a phased approach, prioritising 35 facilities for completion while exploring private sector involvement for the remaining projects.
The Seventh-day Adventist (SDA) Church has already submitted a proposal to the Health Ministry to partner government on selected Agenda 111 hospitals.
The proposal focuses on four areas: trauma care, holistic wellness, oncology and cancer treatment, and rehabilitation services.
The Health Minister has also appealed to mining companies to take over, complete and equip Agenda 111 facilities located within their operational areas.
RAN-Africa’s request comes against the backdrop of concerns over transparency and the protection of the public interest as government considers private participation in the projects.
The organisation wants the disclosure of the financial and contractual terms of any proposed arrangements, as well as information on whether private entities could acquire ownership, management or operational control over public health facilities.
Agenda 111 was launched by former President Nana Akufo-Addo in August 2021, with the initial plan involving the construction of 101 district hospitals, six regional hospitals, two psychiatric hospitals and two specialised hospitals in the middle and northern belts of Ghana.
Several of the projects remain incomplete, with their funding and completion emerging as a major issue for the current administration.
RAN-Africa has drawn the Ministry’s attention to Section 23(1) of the Right to Information Act, 2019 (Act 989), which requires an Information Officer to decide on an application and communicate the decision to the applicant in writing within 14 days of receiving it.
The organisation has requested that the information and related correspondence be sent electronically to its designated contact.
The Ministry therefore has 14 days from receipt of the request to respond, subject to any extension permitted under the RTI Act.
The information, if disclosed, could provide greater clarity on the extent of private sector participation being contemplated by government, the financial commitments involved and the proposed arrangements for completing and operating the Agenda 111 facilities.
