The Public Utility Workers’ Union (PUWU) of the Trades Union Congress (TUC), Ghana, has opposed what it describes as a hasty government move to introduce Private Sector Participation (PSP) in the Electricity Company of Ghana (ECG).
In a press release issued on December 23, 2025, PUWU said its attention had been drawn to media reports suggesting that government intends to appoint a transaction adviser for the transition of ECG into PSP before Christmas.
The Union expressed surprise at the announcement, noting that “it comes at a time when an agreed turnaround programme for ECG is already underway.”
According to PUWU, “the turnaround programme was jointly agreed with the Ministry of Energy and is being implemented collaboratively by ECG management and workers, under the leadership of the Union.”
The initiative, the Union explained, was the result of constructive engagements with the Minister of Energy and was designed to revive ECG through internal reforms rather than privatisation.
PUWU stressed that the programme followed assurances from the Minister of Energy of non-interference in the operations of the power distributor. Clear deliverables and a roadmap for implementation were reportedly agreed upon and are currently being “religiously followed” by workers and management.
“It therefore comes as a surprise that an announcement has been made regarding the appointment of a transaction adviser,” the Union stated.
The Union highlighted what it described as significant gains made over the past five months as a result of the turnaround agenda.
PUWU noted that ECG workers have demonstrated “exceptional commitment, discipline and dedication,” leading to measurable improvements in the company’s performance.
Among the achievements cited were improved revenue collection, a drastic reduction in system losses, and a stabilisation of power supply for consumers across the country.
PUWU further pointed out that these gains have been publicly acknowledged by senior government officials.
The Union referenced commendations by the Minister of Finance, Dr Cassiel Ato Forson, during the presentation of the 2026 Budget on November 13, 2025; comments by the Majority Leader, Mahama Ayariga, on the floor of Parliament on November 27, 2025; and remarks by the Minister of Energy and Green Transition, John Abdullai Jinapor.
In light of these developments, PUWU said it “strongly opposes” any move to appoint a transaction adviser toward PSP, arguing that such a step undermines the ongoing reform process and the progress already made.
The Union called on government to allow the turnaround programme to continue and yield its intended results, rather than pursuing what it considers an unnecessary and premature shift toward private sector involvement.
