A police officer has been fired after admitting to having sex with a drunk woman who had just crashed her car.
Court records reveal that David McVeigh, 35, of Estacada, entered a no contest plea to first-degree misconduct after investigators confirmed he forced sexual contact with a woman he was supposed to be helping in 2019.
Though the plea is treated as a guilty verdict, McVeigh struck a deal that allows him to keep his record clean if he finishes 150 hours of volunteer work by 2026.
On November 24, 2019, McVeigh was dispatched to help a woman who had drunkenly driven her car off the road.
He arranged a tow, then drove her back to her apartment – where he asked her for oral sex, according to Judge Todd Van Rysselberghe’s case summary.
The woman later told police she agreed, thinking she might avoid a ticket by complying.
The incident was not reported until 2021, when the woman was arrested in a domestic violence case and confided that she had been coerced two years earlier by a Milwaukie officer named ‘David.’
Detectives initially struggled to find her for an interview, leaving the case dormant.

David McVeigh, 35, was fired from Milwaukie Police Department after admitting he coerced a crash victim into sex while on duty

McVeigh resurfaced in September 2022 when he was accused of stalking a woman in the parking lot of Spirit Mountain Casino at 3 a.m. during a police training event.
He denied wrongdoing, claiming he had simply approached the woman and her father to ask if they wanted to buy a rare bottle of liquor.
But then-Milwaukie Police Chief Luke Strait said the behavior was ‘immediately concerning’ in light of the earlier allegations and placed him on leave.
The renewed attention prompted investigators to track down the crash victim, who still had McVeigh’s personal cell number.
Dispatch records corroborated her account, leading to a formal charge in early 2023.
McVeigh, who joined the Milwaukie force in 2016, was fired in March 2023 shortly after the charge was filed.
Incredibly, just two years after the 2019 crash incident, the Milwaukie Police Department was still publicly praising McVeigh.
In a 2021 Facebook post, the agency highlighted his ‘extra mile’ service – touting how he had spent his shifts clearing tree limbs, delivering firewood to elderly residents, and even digging out a blocked roadway.
The post gushed: ‘Common actions – Uncommonly seen. Nice work Officer!’
That glowing tribute has since aged awkwardly, given McVeigh’s quiet misconduct plea and subsequent firing.

In 2021, the Milwaukie Police Department praised McVeigh in a Facebook post for ‘going the extra mile’ to help residents – before his misconduct came to light
In January this year, McVeigh’s plea deal was finalized: 150 hours of community service, the permanent surrender of his police license, and the promise that his case will be dismissed if he completes the work before a sentencing hearing in January 2026.
Neither McVeigh nor his attorney have commented on the case.
The Milwaukie Police Department also declined to respond.
