Minority Leader Alexander Kwamena Afenyo-Markin’s motion to prevent the Appointment Committee of Parliament from vetting President John Dramani Mahama’s Chief Justice nominee, Paul Baffoe-Bonnie, has been unsuccessful.

Afenyo-Markin cited a suit challenging the removal of Justice Baffoe-Bonnie and a petition for the removal of Baffoe-Bonnie as Acting Chief Justice.

During parliamentary proceedings on Friday, November 7, 2025, he argued that the appointment committee cannot go on with the vetting of the Chief Justice nominee until the processes challenging his nomination are exhausted.

The Speaker of Parliament, Alban Bagbin, however, dismissed the motion filed by the Minority Leader, who is also the Member of Parliament for Effutu.

Before delivering this ruling, the Speaker delivered a teachable moment in the House.

Relying on provisions from the Standing Orders and the 1992 Constitution of Parliament, Alban Bagbin told Afenyo-Markin that no law can stop Parliament from going on with its work because of a suit.

He pointed out that external action cannot halt the works of the House because they amount to interference.

“There is no constitutional or standing order basis for Parliament to halt the process simply because there are pending cases in court.

“Should I accept that argument, it would mean that any litigant could hold Parliament hostage – that is, file a case and freeze the work of Parliament and its committees,” he said.

He added, “The motion is inadmissible and has been returned to the sponsor, the Minority Leader, Honourable Alexander Afenyo-Markin, as stated clearly by our Standing Orders.”
