The National Council for Curriculum and Assessment (NaCCA) has withdrawn hundreds of copies of a teacher instruction manual following public concern over a controversial reference linked to gender identity in Ghana’s Senior High School curriculum.

The withdrawal comes amid claims by Assin South MP, Rev. John Ntim Fordjour, that the government was promoting LGBTQ content in schools. The claims sparked public debate and calls for the immediate recall of all related educational materials.

Speaking at the Government Accountability Series on Wednesday, January 14, 2026, Minister of State for Government Communications, Kwakye Ofosu, clarified that the issue was limited to a single line in the Year 2 Physical Education and Health (Elective) Teacher Manual developed in 2024.

According to Ofosu, NaCCA acted swiftly by withdrawing approximately 700 copies of the manual once the reference was identified as offensive to Ghanaian cultural sensibilities.

“The NaCCA itself had withdrawn about 700 or so copies of the manual,” he stated, adding that the revised version approved by the council no longer contains the problematic wording.

Ofosu stressed that the incident was an oversight rather than a deliberate attempt to introduce LGBTQ-related content into the curriculum. He emphasised that government policy remains firmly aligned with Ghanaian cultural values.

While welcoming public scrutiny of educational content, Ofosu urged restraint in public discourse, warning against exaggerations that could misinform the public.

He concluded that the corrective measures taken by NaCCA have fully resolved the matter and reiterated that the government has no intention of promoting conduct that runs contrary to Ghana’s cultural norms.
