Ghana has reached a significant milestone in its upstream petroleum sector with the formal submission of the Declaration of Commerciality (DoC) for the Eban-Akoma oil and gas discoveries located in the Cape Three Points Block 4 (CTP-B4).

The Ministry of Energy and Green Transition confirmed the development in a statement sighted by GhanaWeb Business on Friday July 3, 2025, describing the move as a critical step toward the sustainable exploitation of Ghana’s offshore hydrocarbon resources.

The declaration was submitted by the Joint Venture (JV) Partners, Eni Ghana Exploration & Production Ltd, Vitol Upstream Tano Ltd, Woodfields Upstream Ghana Ltd, and GNPC Exploration & Production Company Ltd (Explorco), in collaboration with the Ghana National Petroleum Corporation (GNPC).

According to the Ministry, the submission, which was made on July 3, 2025, follows the successful completion of the Eban-Akoma Appraisal Programme.

The appraisal confirmed the commercial viability of hydrocarbons discovered in the Eban-1X oil well and Akoma-1X gas and condensate well, paving the way for development.

Minister for Energy and Green Transition, Dr John Abdulai Jinapor on his part said the declaration signals the next chapter for Ghana’s energy sector.

“The Declaration of Commerciality for the Eban-Akoma discoveries is a major boost to our oil and gas sector. It highlights the immense potential of our offshore resources to fuel economic transformation, enhance energy security, and drive Ghana’s industrialiSation agenda,” the sector minister stated.

John Jinapor also praised the JV Partners and the GNPC for their dedication to what he called a strategic national asset.

“We commend the JV Partners and GNPC for their commitment to this project. This milestone is a clear testament to the Government’s drive toward sustainable development and responsible resource management,” he mentioned.

Following this declaration, the JV Partners will now begin working on a comprehensive Plan of Development (PoD). This plan will focus on optimal resource recovery, value maximisation, and the promotion of local content participation, in line with Ghana’s energy policy and national development targets.

The Ministry of Energy, however, noted that it will continue to collaborate with the Petroleum Commission and GNPC to provide oversight and technical support to ensure the project aligns with government priorities and Ghana’s long-term energy strategy.

Additionally, further technical and commercial evaluations will be conducted to finalise the development framework.

“This milestone underscores the government’s unwavering commitment to fostering a transparent, investor-friendly, and resilient energy sector that delivers long-term value for the Ghanaian people,” the Ministry concluded.

Meanwhile, the Eban-Akoma discoveries are expected to significantly boost Ghana’s domestic energy supply and contribute to the country’s economic growth in the coming years.
