Samuel Basintale Amadu was born on April 17, 1972, in Bawku in the Upper East Region of Ghana.
He had a Bachelor of Arts (BA) degree in Psychology with Philosophy from the University of Ghana, Legon in 2000.
Basintale got a Postgraduate Certificate in Public Administration (with Distinction) – Ghana Institute of Management and Public Administration (GIMPA) in 2005.
He secured a Master of Arts (MA) degree in International Affairs from the Legon Centre for International Affairs and Diplomacy (LECIAD) in 2008.
Samuel Basintale also holds an Immigration Law Certification and another certification on leadership in Public Administration Programme.
