    A masked driver has been caught on camera brazenly fly-tipping a full truckload of rubbish on a quiet residential street.

    Shocking CCTV footage shows how the man, who appeared to be wearing a balaclava, pulled up on Russets Close in Chingford, Essex, shortly after 11:45am on Monday.

    After pulling in and turning around, the driver parked up the large van before exiting the vehicle and opening its rear doors. 

    He then put the van in reverse while also raising the truck bed so that all the waste fell out into the street.

    The rubbish, seemingly building waste, was made up of pieces of wood and other trade materials.

    The incident was captured on a local resident’s camera.

    After dumping the waste, the driver – who appeared to have covered up or removed the licence plates on his vehicle – then made a speedy getaway, not even bothering to lower the truck back down before driving away. 

    The resident who captured the footage said: ‘Just captured the footage on my window camera.

    ‘The plates had been removed prior to entering the close and the driver appeared to be wearing a balaclava.

    ‘It’s been reported and some workers checked to see if any addresses were on any of the boxes.

    ‘Unfortunately there wasn’t.’

    Councillor John Moss, of Waltham Forest Council, urged anyone with information to contact him directly.

    He described the vehicle as a Transit tip-truck with a white cab and said the waste left behind suggests it is the remnants of an old kitchen.

    The latest example of fly-tipping follows previous incidents in the area.

    Also this week a pile of rubbish was abandoned on Acorn Close in the town. 

    In January, a horse rider was left furious after her route to stables at nearby High Beach was blocked by a huge pile of dumped waste.

    The mountain of rubbish included beds, mattresses, rubble and black bin bags.

    It was stacked around 6ft high and 10ft wide across the road.
