The Member of Parliament for Manhyia South, Nana Agyei Baffour Awuah, has launched an attack on members of the Operation Recover All Loot (ORAL) committee, accusing them of submitting what he described as a poorly executed and “garbage-filled” report to the Attorney General.
According to the lawmaker, the New Patriotic Party (NPP) has been vindicated in its long-held position that the ORAL initiative was a complete waste of time and national resources.
Speaking in an interview on Joy News on October 22, 2025, Baffour Awuah questioned the competence and diligence of the committee members, including former Auditor-General Daniel Domelevo, lawyer Martin Kpebu, and retired Commissioner of Police Kofi Boakye.
“What was the utility of the ORAL? When you look at the persons forming the committee, Domelevo, Kpebu and Boakye, these are all experienced people. Yet, all they did was receive documents and hand over a report to the President filled with garbage. What was the use of that?”
He further alleged that the substandard report prepared by the ORAL committee had contributed to the mounting pressure on the Attorney General, who is now left to deal with the fallout from its content.
“It does appear that they are part of the reason why there’s a lot of pressure on the Attorney General,” he said.
“The AG himself is also advancing that pressure with the nature of information he’s putting out. It’s really, really unfortunate.”

Baffour Awuah insisted that the ORAL committee failed to apply professional scrutiny to the materials they received, resulting in a report that lacked credibility and practical value.
“What was given to the Attorney General was an unrefined document…Mr Domelevo failed to bring his auditing expertise to bear, and Mr Kpebu, with all his legal experience, should have known what evidence was admissible or not. The utility of the ORAL is really problematic.”
He maintained that the committee’s findings were of no benefit to the Attorney General, adding that the entire exercise had proven to be futile.
“It was of no use to the Attorney General…From day one, I said this initiative would amount to nothing and today, our position has been vindicated by the very admissions of Domelevo, Boakye, and Kpebu. ORAL was a complete waste of time.”
The Operation Recover All Loot (ORAL) initiative was established to trace and recover misappropriated state funds and assets. However, the process has faced mounting criticism over its effectiveness, transparency, and credibility.
