The Komenda Sugar Factory has disconnected from electricity over unpaid bills
The Ministry of Trade, Agribusiness and Industry has disclosed that the long-struggling Komenda Sugar Factory has been cut off from both electricity and water over unpaid utility bills.
Addressing Parliament on Tuesday, February 17, 2026, the sector minister, Elizabeth Ofosu-Agyare, said the factory was disconnected from the national grid by the Electricity Company of Ghana and had its water supply halted by the Ghana Water Limited due to outstanding debts.

“The factory has been disconnected from the national grid by the Electricity Company of Ghana and water supply by Ghana Water Company Limited due to unpaid bills. Added to the poor state of the equipment, the facility has accumulated significant debts,” she said.
Beyond the unpaid bills, the minister noted that technical and operational setbacks, coupled with deteriorating equipment, have made it difficult for the factory to operate at full capacity despite its potential to support jobs and boost local sugar production.

To turn things around, she revealed that government has engaged a transaction advisor to help attract a strategic investor to revive the facility.
“Given the importance the government attaches to the factory, the Ministry has prioritised the engagement of a transaction advisor to package the factory and secure a strategic investor to operationalise the factory and farms in the 2026 budget,” she added.
The move signals renewed efforts to breathe life into the factory, which many see as key to reducing sugar imports and strengthening Ghana’s industrial base.
