    On Monday, March 24, 2025, Attorney General and Minister of Justice, Dr Dominic Akuritinga Ayine at a press conference made some damning allegations against Kwabena Adu-Boahene, the former Director General of the National Signals Bureau (NSB).

    Kwabena Adu-Boahene is said to have diverted and embezzled up to GH¢39 million from the bureau, leading to his arrest and detention.

    According to the Attorney General, he allegedly diverted public funds meant for a cybersecurity defence system.

    He gave the details as follows: “GH¢39,462,480 went into Adu-Boahene and his wife’s pockets from one transaction. We are still tracking suspect Adu-Boahene, his wife, and their assets. In the coming days, we will file the necessary charges against them.”.

    “In his capacity as Director General of the National Signals Bureau, Mr. Adu-Boahene on January 30, 2020, signed a contract on behalf of the Government of Ghana and the National Security on one hand and on the other hand, an Israeli company named RLC Holdings Limited. The contract was for the purchase of a cyber defence system software at a price of $7 million,” the Attorney General said.

    Providing further details, Dr. Ayine disclosed that just days after signing the agreement, Adu Boahene initiated a suspicious transaction.

    “On February 6, 2020, he then transferred an initial amount of GH¢27,100,000 from the National Signals Bureau account at Fidelity Bank to a private BNC account at UMB. Official documentation on the transfer reveals that the amount was for the payment of cyber defence system software. He transferred the money to his private company,” he told the media.

    According to Dr Ayine, investigations further uncovered that the former NSB boss allegedly funnelled the funds not only into his personal account but also into accounts belonging to his wife.

    Given the weight of these allegations, who then is Kwabena Adu-Boahene?

    Education credentials

    According to the National Communications Authority, Kwabena Adu-Boahene holds a Master of Science Degree in Information Systems Management from the University of Liverpool, UK, where he studied Security Engineering, Digital Communications and Networks, Computer Forensics, Information Systems Project Management, Systems Analysis and Design using an Object-Oriented Approach and Managing Organisational Resources.

    He also holds a Master’s degree in Peace, Security and Intelligence Management from the University of Professional Studies and Administration, Ghana, and a Bachelor of Science Degree in Electrical/Electronic Engineering from the Kwame Nkrumah University of Science and Technology, Ghana.

    Prior to becoming Director General, Adu-Boahene served as Deputy Director of the NSB, as well as worked in various capacities including Head of Core Network, Planning and IT, and Head of Network Operations. He was previously Head of Information Systems Support Services with Atkins Global PLC, and a Lead Support Engineer with Assured Systems Limited, both in the UK.

    As a National Lead in the provision of timely signals intelligence to counter threats to security and national well-being, Adu-Boahene has also managed the deployment of integrated secure communications networks throughout the country for national security, emergency preparedness and emergency response, including the key communications infrastructure that has underpinned Ghana’s General Elections since 2008.

    Deacon at Cedar Mountain Assemblies of God Church

    Kwabena Adu-Boahene is reportedly a deacon at the Assemblies of God Church Ghana, Cedar Mountain, located in Accra.

    Amid the unfolding controversy, videos have emerged of him delivering sermons to congregants. Within the church, he is said to hold the title of “Chief Rabbi Deacon.”

    Businesses

    Kwabena Adu-Boahene is allegedly the owner of Glofert, a multimillion-dollar company and one of the biggest fertilizer companies in West Africa.

    According to Asaase Radio online, the entity has loans from banks including ECOWAS Development Bank which it services diligently.

    The media outlet added that Glofert did many businesses with COCOBOD when Dr. Stephen Opuni was the Chief Executive Officer of the entity. He and his wife, Angela Adjei Boateng, own several other successful businesses in and outside Ghana.

    He is also said to have owned businesses long before 2017.

    Luxurious car collection

    He is said to have owned many expensive cars including Ferraris, G-Wagons, Range Rovers and others before 2017.
