WhiteCap Management Ltd has signed a Memorandum of Understanding (MOU) with the Ministry of Labour, Jobs & Employment to implement the Green Mobility Programme (GMP), a five-year national initiative designed to expand youth employment and entrepreneurship while accelerating Ghana’s transition to sustainable electric transportation.
The GMP targets the deployment of 200,000 electric vehicles nationwide, comprising 100,000 Spiro electric two-wheelers (E2Ws) and 100,000 electric three-wheelers (E3Ws) to create opportunities for young people to access income-generating assets, participate in the transport and delivery economy, and contribute to the development of Ghana’s electric mobility sector.
The programme combines the complementary strengths of the Ministry’s role in policy and regulatory facilitation, WhiteCap’s leadership in Programme development and implementation, and Spiro’s role in electric mobility technology and infrastructure.
Under the MOU, the Ministry will support policy development, regulatory facilitation, institutional coordination, and Programme oversight, in line with its agreed responsibilities. Spiro Ghana, a subsidiary of Spiro, Africa’s largest e-mobility company, will assemble and provide the two- and three-wheelers (E2&3Ws) along with 1,500 battery-swapping stations and 350 service centres nationwide.
The GMP will deploy the electric assets through a Lease-to-Own model with zero upfront payment, enabling beneficiaries to access income-generating assets while making structured payments over 18 months. A key opportunity under the Green Mobility Programme is legalising E2Ws and E3Ws for commercial transport, which would create a significant new pathway for youth participation in Ghana’s transportation and delivery economy to support E-Commerce.
Commenting on the Programme’s employment and economic potential, Emmanuel Kwadwo Agyekum, Minister for Labour, Jobs & Employment, said the initiative would create more opportunities for young people to secure jobs and venture into businesses linked to the electric mobility sector.
He noted that by combining skills development with income-generating activities, particularly within the delivery economy, the programme would help participants build sustainable livelihoods while supporting changes in Ghana’s transport industry.
“The Green Mobility Programme presents an opportunity to expand access to employment and entrepreneurship for young people across Ghana. By connecting electric mobility with income-generating opportunities, skills development and the growth of the delivery economy, we aim to support sustainable livelihoods while contributing to the country’s evolving transport sector,” he said.
Flora Kutorkor Addison, Corporate Affairs Manager at WhiteCap Management Ltd, said the Green Mobility Programme was designed to create economic opportunities for young people while supporting Ghana’s shift towards cleaner and more sustainable transport.
She said the initiative would link electric mobility with employment, entrepreneurship and commercial growth, ultimately improving livelihoods and contributing to the country’s long-term development.
“We developed the Green Mobility Programme to create lasting economic opportunities for young people while advancing Ghana’s transition to cleaner, more sustainable transport. By connecting electric mobility with employment, entrepreneurship and the growth of commerce, the Programme will contribute to stronger livelihoods, a more inclusive economy and a transport sector that supports Ghana’s long-term development,” she said.
