    Government sets up team to negotiate VALCO strategic partnership

    The government has taken a major step towards reviving the Volta Aluminium Company Limited (VALCO), inaugurating a dedicated team to negotiate with a prospective strategic investor to modernise and expand the Tema-based aluminium smelter.

    The eight-member Negotiations Team, inaugurated by the Ministry of Lands and Natural Resources on Friday, August 21, 2026, is expected to work towards securing definitive terms for a partnership that will provide the capital and technical support required to restore VALCO’s productive capacity.

    The initiative forms part of efforts to reposition the company as an efficient, commercially viable and globally competitive player in Ghana’s aluminium industry while safeguarding the country’s strategic interests in the sector.

    Inaugurating the team, the Minister for Lands and Natural Resources, Emmanuel Armah-Kofi Buah, said the government remained committed to ensuring the survival and long-term sustainability of VALCO.

    He charged members of the team to approach the negotiations with transparency, diligence and a strong focus on value for money.

    The Minister stressed that VALCO was too important to Ghana’s industrialisation ambitions to be allowed to collapse.

    The negotiations will, among other things, examine the technical capabilities, financial strength, smelter-operating experience and long-term investment plans of prospective partners.

    The objective is to identify an investor capable of providing the resources needed to rehabilitate the smelter and support its expansion.

    The move comes against the backdrop of growing operational difficulties at VALCO.

    The number of active cells at the smelter has declined from 127 in 2025 to about 90 as of August 2026.

    The decline has been attributed to ageing equipment, power constraints and supply chain difficulties, all of which have affected the company’s ability to operate at its intended capacity.

    The government has, however, sought to reassure workers and other stakeholders that bringing in a strategic investor should not be interpreted as an outright sale of the company.

    Rather, the proposed arrangement is expected to involve a credible investor providing capital for retooling and modernisation while helping to secure VALCO’s future and protect jobs.

    The Negotiations Team brings together representatives of key institutions with an interest in the future of the aluminium industry.

    Its membership includes officials from the Ministry of Lands and Natural Resources, the Ghana Integrated Aluminium Development Corporation (GIADEC), the Ministry of Finance, the Attorney-General’s Department and VALCO.

    The team will therefore be required to balance commercial considerations with legal, financial, industrial and national-interest concerns as negotiations progress.

    VALCO occupies a significant place in Ghana’s industrial history.

    Established in 1964 as part of the post-independence industrialisation programme under President Kwame Nkrumah, the company was conceived as a cornerstone of an integrated aluminium industry.

    The Tema smelter was designed to operate more than 200 pots and produce up to 200,000 tonnes of aluminium annually, using electricity generated from the Akosombo Dam.

    At its peak, VALCO was a major industrial employer and an important source of foreign exchange for the country.

    The government subsequently acquired all the shares in VALCO in 2008 following the exit of Kaiser Aluminium.

    Since then, the company has faced persistent challenges, including high and unstable electricity costs, ageing infrastructure and inadequate capital for large-scale rehabilitation.

    Efforts to bring in a strategic investor have been underway for several years.

    In 2022, Cabinet approved a request by GIADEC and VALCO to pursue a strategic equity investor to support the modernisation of the smelter.

    A technical and financial assessment undertaken by KPMG that year subsequently recommended equity investment as the most commercially viable option for restoring VALCO.

    In November 2025, the government constituted a 12-member cross-sectoral committee to assess proposals from prospective investors.

    The committee, comprising representatives of VALCO, GIADEC and various government ministries, submitted its options analysis report on January 7, 2026.

    GIADEC, which was established in 2018 to spearhead the development of Ghana’s integrated bauxite-to-aluminium value chain, has maintained that the government’s objective is not to dispose of VALCO outright.

    Under the proposed partnership model, the State would give up a portion of its equity to a strategic investor in return for the capital injection required to modernise the smelter.
