The Ministry of Gender, Children and Social Protection has established a dedicated support desk for victims and families affected by the secret filming and publication of explicit videos and images by a Russian national.
The sector minister, Dr Agnes Naa Momo Lartey, announced this during a press briefing on Wednesday, February 18, 2026.
She explained that all identified victims and their families will undergo professional psychosocial counselling to help them cope with the emotional and psychological impact of the incident.
“The psychosocial support we are giving is not just to the individuals involved, but also to their close relations. Their relatives are also being offered the same support. Their families, their children, everyone close to them who is affected by this incident is open to receive such professional psychosocial support,” she stated.
Dr Naa Momo Lartey urged victims who have yet to seek help to report to the ministry to access the services.

“Those who are yet to reach out to us should know that they have the love and support of His Excellency John Dramani Mahama, who has mandated us to take charge of these issues.
“Reach out to us, and we will support you. If the public knows of anyone affected, you can also contact us. We have toll-free numbers you can call, and we will take it up from there,” she added.
Meanwhile, the identity of the Russian national at the centre of the non-consensual intimate video scandal has been confirmed as 36-year-old Vladislav Aleksandrovich Liulkov.

This follows verification of his official passport documentation, with authorities now moving to secure an international arrest warrant through INTERPOL as diplomatic channels remain fully activated.
The Russian national secretly recorded his private encounters with a number of Ghanaian women.
The viral footage, circulated widely across social media platforms, sparked public outrage.
