    The Accra High Court has granted bail to retired Colonel Kwadwo Damoah, the former Commissioner-General of GRA Customs, in the ongoing Strategic Mobilisation Limited (SML) and Ghana Revenue Authority (GRA) contract case, investigated by the Office of the Special Prosecutor (OSP).

    The bail has been set at GH¢50 million, with two sureties required, each to be justified.

    On December 17, 2025, Colonel Damoah pleaded not guilty to 10 charges against him. He is the sixth accused in the ongoing trial.

    The bail conditions include the deposit of his passport and all travel documents at the court registry, placement on the Ghana Immigration Service stop list at all ports of entry, submission of Ghana Cards and valid identification by the sureties, and weekly reporting to the lead investigator in the case.

    The court further ordered that enforcement of these bail conditions be suspended until December 31, 2025, to allow Colonel Damoah sufficient time to secure sureties and fully comply with the requirements.

    Colonel Damoah is among those charged alongside former Minister of Finance, Ken Ofori-Atta.

    The charges stem from a revenue assurance deal between the GRA and SML, which allegedly caused the state a loss of over GH¢1.4 billion.

    The case has been adjourned to January 29, 2026, for further proceedings.

    On October 31, 2025, President John Dramani Mahama terminated all existing contracts between Ghana and SML following the conclusion of an investigation by the Office of the Special Prosecutor (OSP).
