The Presidential Staffer in charge of the Black Star Experience, Rex Omar, has disclosed new details about the financial side of the initiative, which was launched in May 2025.
In a discussion on GhanaWeb‘s X Space aired on Friday, September 6, 2025, Rex Omar noted that the budget allocated for the implementation of the initiative has not been approved by the government.
He explained that even though the budget has not been approved, the secretariat is working around the clock to ensure that the Black Star Experience sees the light of day.
“We are doing a lot of work. If you read our manifesto, we promised that we are going to collaborate with the private sector because the creative economy is driven by the private sector.
“We are working, our office was not already in existence. As I am talking to you, our budget has not even gone through because it takes time for all this to take place,” he said.

Rex Omar further noted that it took him about three months to establish his office; hence, Ghanaians should be patient with the government.
“For us to even set up our office, it took us over three months. So people must exercise patience. We did not say we are waiting for everything to be ready before we work. So we are working very hard. So everything will be fine,” he added.

On May 1, 2025, during the launch of the Black Star Experience, Rex Omar revealed in an exclusive interview with GhanaWeb that the government, in partnership with a private entity, had secured $200 million and over 200 acres of land for the development of a state-of-the-art film studio.
He noted that the project would largely be driven by private investment and confirmed that significant land acquisition had already been finalized.
