The Ghana Audit Service is set to introduce a new electronic tracker to publicly monitor the implementation of audit recommendations, in a move aimed at ensuring that audit findings lead to corrective action and the recovery of public funds.

The Auditor-General, Dr Pamela Graham, announced this in Accra yesterday at the launch of the 2026 Financial Year Audit, held on the theme, “Strengthening accountability oversight in public institutions: Building trust through collaboration and action.”

Dr Graham said the Audit Recommendations Tracker, expected to be rolled out next month, would allow the Audit Service, the Public Accounts Committee and the public to monitor the progress of recommendations contained in audit reports.

She said the tracker would show which recommendations had been implemented, those outstanding and the reasons for the delays, as well as recoverable amounts identified, pursued and recovered.

It would also provide information on corrective, administrative and disciplinary measures taken, where applicable.

Dr Graham said the initiative formed part of five pillars guiding the 2026 audit cycle continuous engagement, timeliness, technology, people and impact stressing that an audit report should be the beginning of action rather than the end of the accountability process.

She disclosed that the Ghana Audit Service audited more than 7,000 institutions annually and generated 21 reports for Parliament in the previous year.

As of August 2026, she said, the Service had recovered GH¢17.6 billion and saved the country from making wrongful payments.

The Chairman of the event, Prof. Francis Dodoo, stressed the importance of integrity in the work of the Audit Service and maintaining public confidence in the institution.

He called on the Service to look into concerns over reports that some audits conducted during the COVID-19 era might not have been reported, saying the public needed to understand what happened and what action, if necessary, should follow.

Prof Dodoo also advocated firm action against the misappropriation of public funds, arguing that allowing wrongdoing to go unpunished could come at the expense of the wider population.

The Member of Parliament for Atiwa West, Mrs Abena Osei-Asare, said accountability should begin before the Auditor-General arrived at a public institution, noting that by then public funds might already have been spent and procurement decisions made.

She urged institutions to ensure that transactions were authorised, contracts documented, procurement rules followed, assets recorded and accounts reconciled.

Mrs Osei-Asare called for stronger collaboration among management, internal auditors, the Audit Service, Parliament and enforcement institutions, stressing that recurring weaknesses in record-keeping, revenue collection, procurement and unsupported payments could not continue year after year.

Dr David Ofosu-Dorte, for his part, called for greater public involvement in accountability and further modernisation of the Audit Service.

He urged the Service to strengthen public education and accelerate the adoption of digital and computer-assisted auditing tools, warning that auditors risked falling behind as public institutions increasingly adopted digital accounting systems and artificial intelligence.

Dr Ofosu-Dorte also called for continuous training of audit personnel and improvements in the quality of audit reports.

Dr Graham said the Service would expand its use of data analytics, information-system auditing, forensic tools and properly governed artificial intelligence to identify anomalies and control weaknesses earlier.

She reaffirmed her commitment to exercising the constitutional powers of disallowance and surcharge where audits established that expenditure had been made contrary to law, and urged stakeholders to ensure that audit findings were followed through to action.
