    Ministers of state have been cautioned against making public declarations about initiatives and policies that have not yet received Cabinet approval.

    According to a report by 3news.com dated October 27, 2025, the directive was issued by the government, which noted an increasing trend of some ministers announcing initiatives on its behalf without following due process and established protocols.

    The report indicated that a government circular dated October 27, 2025, stressed the need for ministers to follow the proper protocols, adding that doing so serves the collective good and responsibilities outlined in the 1992 Constitution.

    “Cabinet wishes to remind all Ministers that, in accordance with established governance protocols and the collective responsibility principle enshrined in the Constitution, no public policy, programme, or major initiative shall be considered a policy of Government unless it has been duly submitted to, deliberated upon, and approved by Cabinet,” the statement is quoted to have read by 3news.com.

    Ministers of State have, therefore, been told to send all proposed policies, programmes, and laws to the Cabinet Secretariat through the Chief Directors of their ministries before they are added to the Cabinet agenda.

    It explained that the directive is meant to ensure that all government actions and communications are consistent and properly approved.

    The report added that the aim is to “safeguard policy coherence, uphold collective Cabinet responsibility, and ensure that all Government communications and actions reflect the unified and approved position of the Administration.”

    It further warned that any public statement or initiative undertaken outside of the mandated process “shall not be deemed to represent official Government policy.”

    The report added that ministers have been strongly advised to refrain from announcing or implementing any policy that has not received explicit approval from the Cabinet.
