A bipartisan group of ten Members of Parliament has reintroduced the controversial Anti-LGBTQ+ Bill in Parliament, reigniting one of the country’s most divisive legislative debates.

In a post shared by Kwaku Asante on X on October 21, 2025, the coalition, led by MP for Ningo-Prampram, Sam George NDC, and MP for Assin South, Ntim Fordjour announced the reintroduction of the Proper Human Sexual Rights and Ghanaian Family Values Bill, 2021.

The bill seeks to criminalise LGBTQ+ activities and their promotion, advocacy, or funding.

It proposes up to three years’ imprisonment for engaging in same-sex acts and up to ten years for promoting or financing LGBTQ+ activities.

The document titled Human Sexual Rights and Family Values Bill, 2025 and shared on X on October 21, 2025, listed the members of the coalition as; “John Ntim Fordjour, MP for Assin South, Samuel Nartey George, MP for Ningo-Prampram, Emmanuel Kwasi Bedzra, MP for Ho West, Helen Adjoa Ntoso, MP for Krachi West, Nurideen Muhammed Mummuni, MP for Nalerigu/Gambaga, Vincent Ekow Assafuah, MP for Old Tafo, Alhassan Tampuli Sulemana, MP for Gushegu, Rita Naa Odoley Sowah, MP for Dadekotopon, Dr Tiah Abdul Kabiru Mahama, MP for Walewale and Anthony Mmieh, MP for Odotobri”.

Members of the coalition argue that it is necessary to safeguard Ghanaian culture and traditional family values.

The reintroduction follows widespread criticism from international organisations, including the United Nations and human rights groups, which describe the proposed law as a violation of fundamental rights.

The original Bill, introduced in 2021, stalled earlier this year after injunction suits were filed at the Supreme Court challenging its constitutionality.

Although the court is yet to rule, the sponsors say the new motion will keep the legislative process alive.

The decision by ten MPs from both major political parties highlights rare bipartisan consensus on the matter.

Parliament is expected to debate the bill extensively in the coming weeks, with heated exchanges anticipated.

In its earlier stages, the bill attracted over 150 submissions from religious groups, traditional leaders, and civil society organisations during public hearings by the Committee on Constitutional, Legal and Parliamentary Affairs.

Faith-based groups, representing a majority of Ghana’s population, continue to back the legislation, while human rights advocates are mobilising renewed opposition.

The Speaker of Parliament is expected to refer the reintroduced bill to the relevant committee for consideration, marking the beginning of its second legislative journey.

Meanwhile, Deputy Minority Leader, Patricia Appiagyei and Minister of Trade, Agribusiness, and Industry, Elizabeth Ofosu Adjare, are also introducing the Property Rights of Spouses Bill.
