    The Minister of Interior, Mohammed-Mubarak Muntaka, has vowed to hold the former Commissioner of the Gaming Commission, Peter Mireku, personally accountable for a GH¢414,590.53 financial loss to the state following a bond breach by a former staff member.

    Appearing before the Public Accounts Committee (PAC) in Accra on Tuesday, September 30, 2025, the minister said Mireku failed to follow laid-down procedures in approving a study leave with pay for one Moses Teye Mensah, who later resigned without serving the mandatory three-year bond.

    “The commissioner was Peter Mireku, and on this particular instance, he did not follow the laid-down procedure for granting someone study leave with pay. Because of this, I’m going to insist that he is invited to pay the money,” he indicated.

    Muntaka explained that the proper processes, including the submission of academic results each semester and proper documentation, were ignored.

    He stressed that this negligence enabled Mensah to complete his studies and walk away from his bond obligations after finishing his programme on January 30, 2025.

    He added that Mireku, the bond guarantor, and Mensah would all bear consequences, including a stop-list order for the ex-staff.

    “Three things will be done. One, Peter Mireku will be made to pay the money. Two, the person who guaranteed the bond, a lady still working at the Gaming Commission, will be made to pay part. And three, Moses Teye Mensah will be placed on a stop list. Any day he returns to Ghana, he will be arrested at the airport and made to pay that money,” he stated.

    Acting Gaming Commissioner, Emmanuel Siisi Quainoo, told the committee that multiple attempts to recover the funds from Mensah had proven futile.

    He noted that Mensah, when contacted, claimed to be pursuing another master’s degree but failed to provide details or transcripts, making recovery efforts difficult.

    “I have written severally to Moses Teye Mensah. He responds, claiming he is pursuing another master’s degree, but has not provided any school details or transcripts. He keeps tossing the Gaming Commission,” Quainoo said.

    Quainoo emphasised that the GH¢414,590.53 loss is substantial, pointing out that it could cover nearly half of the commission’s monthly salary bill.

    He disclosed that the matter has been referred to the Attorney General and the Inspector General of Police, with an escalation to the Minister of Interior for further intervention.
