    Parliament passes Energy Sector Levies Amendment Bill in Minority’s absence

    The Parliament of Ghana, on July 24, 2025, passed the Energy Sector Levies (Amendment) (No2) Bill, 2025, despite the absence of the Minority Caucus in the chamber.

    Earlier on Thursday, the Minority staged a walkout during the presentation of the mid-year budget, which was delivered by the Minister of Finance, Dr Cassiel Ato Forson.

    Later that night, a sitting composed solely of the Majority Caucus moved and approved the bill, which seeks to remove the subsidy on marine gas oil and introduce a 193-pesewa levy.

    The motion was moved under a Certificate of Urgency in the absence of the Minority, who had earlier boycotted the budget proceedings.

    Presiding over the sitting, Deputy Speaker Bernard Ahiafor put the motion to a voice vote.

    With no proposed amendments, he stated, “The question is: as many as are in favor of the motion, say ‘Aye’… those against, say ‘No.’ The ‘Ayes’ have it.”

    Following the third reading of the bill, the Speaker declared, “The Energy Sector Levies (Amendment) (No. 2) Bill, 2025, is now read the third time and passed.”
