Africa Education Watch (EduWatch), an educational think tank, has urged Parliament to postpone the introduction of the Free Senior High School (Free SHS) Bill until full discussions with key stakeholders are completed. The organization voiced worry about the government’s intention to bring the Bill to Parliament on December 16, claiming insufficient consultation with people affected by the policy.
In a statement issued on December 13, EduWatch stressed the need of diversity and transparency while developing educational regulations. The think tank urged the Minister of Education, Dr. Yaw Osei Adutwum, to lead consultations with education professionals, civil society organizations, parent-teacher associations, and other relevant groups to ensure that the Bill reflects multiple perspectives and receives broad support.
The Free Senior High School Bill, 2024, proposed by the Ministry of Education, aims to give legal support for free and obligatory Senior High School education in Ghana. According to EduWatch, robust stakeholder participation is vital for addressing potential policy gaps and ensuring the initiative’s success.
In the spirit of participatory governance, EduWatch has encouraged Parliament to postpone debate on the Bill until a more comprehensive consultation process is carried out.
