The Ranking Member of Parliament’s Public Accounts Committee (PAC), Samuel Atta-Mills, has directed two senior public officials to appear before the committee over claims involving GH₵8.2 million under the “Toilet for All” project.
The two are Theophilus Okine, a former Director of Procurement who is now with the Ministry of Defence, and Bright Oduro Kwarteng, currently the Director of Finance at the Ministry of Trade and Agribusiness.
They are expected to respond to questions about payments made under the project.
Mr. Atta-Mills gave the directive during a sitting of the committee today, where concerns were raised about how public funds were used.
He instructed that the sector minister and other officials currently handling the project be invited to appear.
He said all persons involved must present relevant documents to support the payments.
According to him, it is worrying that money was paid to a contractor as mobilisation to begin work, but the work was not done.
He added that the same contract appears to have been repackaged and awarded again.
He further questioned why the Ministry of Local Government made payments for contracts without proper documentation.
“What I don’t understand is that the ministry was making payments for contracts without having the actual contract documents,” he said.
He stressed that the committee will fully investigate the matter when all parties appear before it, adding that the hearing will be conducted publicly.
The Public Accounts Committee is responsible for examining how public funds are spent and ensuring accountability in government institutions.
