An Accra High Court has dismissed a judicial review application filed by a lecturer, Emmanuel Felix Amantey, seeking to prevent COP Christian Tetteh Yohuno from serving as the Deputy Inspector General of Police (IGP) in charge of operations.

The lecturer, according to a report by citinewsroom.com, had alleged that the appointment of a Deputy IGP specifically for operations exceeded the constitutional authority of both the Police Council and the Presidency.

He further argued that neither the Constitution nor the Ghana Police Service Act provides for this role and pointed out that only the Police Service regulations reference such a position, without provision for a deputy focused on operations.

Felix Amantey accused the president and the police council of perpetrating an illegality

However, Justice Richard Apietu, has ruled that the High Court’s supervisory jurisdiction, which pertains to oversight of adjudicative actions by lower courts or tribunals, was not applicable in this instance.

He also clarified that the presidency and the Police Council were exercising administrative, not judicial, functions.

The report noted that the court concluded it lacked the authority to intervene, leading to the application’s dismissal.

On July 17, 2024, President Nana Addo Dankwa Akufo-Addo appointed Commissioner of Police (COP), Christian Tetteh Yohuno as Deputy Inspector-General of Police (IGP) in charge of Operations based on the advice of the Police Council.
