The National Communications Authority (NCA) The National Communications Authority (NCA)

The National Communications Authority (NCA) has announced stricter Quality of Service (QoS) Key Performance Indicators (KPIs) for mobile telecommunications in Ghana, aimed at improving voice, data, and messaging services nationwide.

The new regulations take immediate effect, according to a statement issued on February 15, 2026.

The amended KPIs lower the maximum call drop rate from 3% to less than 1%, introduce a minimum call connection success rate of 95%, and require a mean opinion score (MOS) above 3.0 for 2G voice services.

For data, 3G download speeds must now exceed 1 Mbps, while SMS and MMS messages must achieve 98% delivery success within five seconds.

The NCA also mandates that mobile network operators (MNOs) expand coverage to all towns within each Metropolitan, Municipal, and District Assembly (MMDA), a shift from the previous focus on district capitals.

Speaking on the update, the NCA said, “The amendment of the QoS KPIs forms part of the Authority’s ongoing regulatory interventions to improve service delivery and strengthen compliance by mobile network operators,”

“Operators that fail to meet the approved thresholds shall be subject to regulatory sanctions in accordance with their licence conditions and applicable laws,” the Authority added.

Additionally, consumers experiencing poor mobile service are encouraged to file complaints through NCA’s official channels.
