    IES applauds TOR’s historic revival of crude oil refining after years of closure

    The Institute for Energy Security (IES) has congratulated the Tema Oil Refinery (TOR) for successfully resuming crude oil refining operations, marking a major milestone in Ghana’s downstream petroleum sector.

    In a statement dated Monday, December 29, 2025, IES emphasised the significance of the revival, describing it as “far more than the restart of a refinery; it marks the revival of a strategic national asset and a critical turning point in Ghana’s downstream petroleum sector.”

    The Institute commended the refinery’s leadership, technical teams, and management for their role in executing the Turnaround Maintenance on the Crude Distillation Unit, securing full regulatory clearance, and setting a structured pathway to restore and expand TOR’s capacity.

    “Under your leadership, TOR has re-emerged as a viable and operational refinery, reinforcing energy security and reducing Ghana’s exposure to downstream supply risks,” the statement said, addressing Managing Director Edmond Kombat.

    IES also highlighted the refinery’s commitment to safety, operational sustainability, and regulatory compliance, noting that TOR’s revival demonstrates the impact of “focused leadership, technical competence, and disciplined execution.”

    The Institute expressed optimism about TOR’s future, stating that the refinery’s progress will deliver “lasting benefits to Ghana’s energy security, industrial growth, and economic resilience.”

    Signed by Xatse Derick Emmanuel, IES Senior Research and Policy Analyst, the statement reaffirmed support for TOR as it continues to strengthen the nation’s energy infrastructure.
