Licensed vehicle number plate embossers have secured a temporary legal victory after the High Court restrained the DVLA from introducing new or digital registration plates.

The injunction, granted on December 22, 2025, prevents the Authority from changing the existing number plate framework or engaging new suppliers outside the current embosser network.

VEMAG claims that its members have invested heavily in specialised embossment machinery costing up to GH¢1 million per unit, based on DVLA requirements. The group also alleges that the DVLA still owes some embossers for plates already produced and supplied.

According to the plaintiffs, the sudden shift in policy not only breaches contractual obligations but also risks undermining local Ghanaian businesses that have sustained the number plate system for decades. They are asking the court to order the DVLA to continue allocating blank plates and to pay all arrears owed.
