    The Minister of Energy and Green Transition, Dr John Abdulai Jinapor, has announced that his ministry has received the Guiding Framework for Private Sector Participation (PSP) in Ghana’s electricity distribution sector.

    According to Dr Jinapor, this marks a significant step in reforming the sector, outlining how private sector expertise will be engaged in the operations of the Electricity Company of Ghana (ECG) and the Northern Electricity Distribution Company (NEDCo), without privatising the two state-owned utilities.

    In a post on his Facebook page on December 15, 2025, as sighted by GhanaWeb Business, Dr Jinapor said the framework is designed to improve operational efficiency and attract investment.

    “It focuses on reducing losses, improving efficiency and service quality, attracting investment, and strengthening financial sustainability while keeping electricity assets in public ownership,” he stated.

    Government to hand over ECG power distribution, revenue collection to private sector

    He also emphasised that the framework adopts a multiple-lease model to ensure effective governance, performance-based accountability, regulatory supervision, and social protections.

    Dr Jinapor added that the initiative is intended to position ECG and NEDCo to deliver more reliable, customer-focused electricity services in support of Ghana’s economic growth and energy transition agenda.
